New Publication: Beyond Invitation
Deconfining presents an innovative governance model for sovereign partnerships between Africa and Europe.
As part of the Deconfining Arts, Culture & Policies in Europe & Africa project (2022–2026), ITI has published a concluding contribution: Beyond Invitation: An Intercontinental Model for Sovereign Shared Governance. The concept paper reflects on four years of intercontinental collaboration and develops an innovative governance approach for cooperation between Europe and Africa. It calls for a fundamental shift in perspective: moving away from an understanding of inclusion in which African actors are integrated into existing European structures, towards sovereignty, mutual partnership, and genuine co-creation.
At the heart of the framework are three interconnected strategic pillars that function like interlocking gears:
Mobility Justice – promoting fair and equitable mobility systems that recognize and support African priorities and agency.
Resource Sovereignty – strengthening African institutions and innovation ecosystems by enabling greater control over knowledge, funding, infrastructure, and development pathways.
The Cycle of Return – fostering the circulation of knowledge, skills, investment, and innovation to ensure that mobility contributes to sustainable development and long-term capacity building across African ecosystems.
The publication argues that sustainable and equitable partnerships require more than inclusion—they require a redistribution of power and the recognition of African leadership in shaping shared futures. By offering a new conceptual framework for sovereign partnerships, it provides practical and policy-relevant insights for governments, universities, research institutions, international organizations, and all stakeholders committed to reimagining Africa–Europe collaboration.
